The purpose of this community service is to assist and train elementary school teachers so that they are skilled in making learning media from waste paper waste for language learning in elementary schools. Specific goals and objectives are to shape the understanding and ability of teachers to develop language learning media from waste paper waste in the elementary school of Wargajaya, Wargajaya Village, Sukamakmur District, Bogor Regency, West Java Province, so that it will increase the quality of learning in the elementary school in the end it can contribute in an effort to succeed in the education strengthening program in the region. The training material was delivered using the lecture method, question, and answer, discussion, and assignment. Each training participant is assigned to create language learning media from waste paper waste and implement it in language learning in elementary schools. Successful learning agreed after evaluation, showed very good results. Evaluations in social studies learning in elementary schools are often done using written test instruments. Therefore, it is necessary to solve problems for the teacher. In the 2013 curriculum, all learning is directed at Higher Level Thinking Skills, as well as being involved with the assessment, including the collection of questions must be based on Orger Higher Thinking Skills (HOTS). This Community Service is made with the aim that teachers can prepare HOTS-Based Social Sciences Questions appropriately. The method of implementing community service activities is carried out by training, discussion, and simulation. To achieve the above objectives, this activity was carried out at SMPN 1 Depok, namely at the SMPN 1 computer laboratory. This activity was held on Tuesday, September 25 to September 28, 2018, and received an enthusiastic welcome from the participants of the activity. The participants of this activity consisted of young people and teenagers, especially the youth group of Desa Malasari Kecamatan Nanggung. Khalayak sasaran pengabdian masyarakat ini adalah guru-guru di SDN di Kepulauan Seribu. Guru-guru selama ini masih memiliki keterbatasan pengetahuan dalam mengenal media pembelajaran berbasis TIK. Guru hanya terbiasa menggunakan bahan pembelajaran seperti papan tulis dan buku teks saja sehingga pengalaman belajar yang diperoleh siswa sangat terbatas dan tidak variatif. Kegiatan ini akan direncanakan dalam empat tahap. Metode yang dipilih yaitu ceramah dengan teknik presentasi materi, diskusi, dan praktik pembuatan media oleh peserta.
