SEJARAH KEBIJAKAN DALAM BIDANG PENDIDIKAN (1994-2001)
Abstract
The purpose of this article is to describe 9-year compulsory education policy applied by the government of Indonesia in 1994-2001. There are three aspect will described in this article; the background of compulsary education, compulsory education policy, and its implementation. The policy were related to political issue and the concept of compulsory education. Compulsory education program aimed at children age 7-15 years. The implementation of compulsory education involved the central government to the district level. Besides the government, the policy were also involved society in education. Quantitatively,
the gross participation rate of compulsory education was achieved, but the result is not achieved as qualitative. There are many lack the implementation of both the quality of teachers and quality of facilities and infrastructures.
