World systems theory emerged in the 1970s trying to understand the failure of development in developing countries. This theory is based on the teachings of neo-Marxist and and "Annales". According to this theory, the world is driven by a single system, namely, the capitalist system. Regions of the world can be divided into three parts: Center, developed and dominant; Semi-periphery; and Periphery, dependent and underdeveloped. The relationship between the area "center" and "periphery" patterned exploitative, that marked the surplus flow to the countries of the "center". These systems form through a long transformation marked by the process of annexation (incorporation), colonization, agrarian commercialization, industrialization and proletarianization, as well as the dissemination of ideas of liberalism. The existence of capitalist system increasingly with the process of globalization.
