Artificial Intelligence (AI) Use Policy of IJLECR

The International Journal of Language Education and Cultural Review (IJLECR) establishes this Artificial Intelligence (AI) Use Policy as part of its commitment to academic integrity, transparency, confidentiality, accountability, and ethical scholarly publishing. This policy applies to all stages of manuscript management, including manuscript preparation and submission by authors, editorial processing and editing, peer review, and editorial decision-making. The policy on AI use must be clearly stated and publicly accessible on the IJLECR website so that authors, editors, peer reviewers, and other parties involved in the publication process understand their respective responsibilities, obligations, and limitations concerning AI use. This requirement is consistent with Decree of the Director General of Science and Technology No. 374/DST/D.D1/HM.01.01/2026, which requires scholarly journals to establish a clear policy governing the use of AI in article writing, editing, and peer-review processes.

In manuscript preparation and submission, IJLECR permits authors to use AI technologies as supporting tools, provided that such use is responsible and transparent and does not replace the authors’ intellectual contribution. Authors must clearly disclose the use of AI when it has contributed to the preparation or development of a manuscript, according to the nature and extent of its use. AI systems or AI-based applications cannot be listed as authors or co-authors, because they cannot assume responsibility for the originality, validity, integrity, and scholarly accountability of an article. Authors remain fully responsible for the entire content of manuscripts submitted to IJLECR, including the accuracy of information, arguments, references, citations, data, interpretations, and the originality of their work.

The IJLECR Editorial Team may use AI technologies on a limited basis as supporting tools for editorial work, while maintaining manuscript confidentiality and the integrity of the publication process. Any use of AI by the Editorial Team must be consistent with the duties and responsibilities of the respective editorial role and, where relevant to manuscript processing, must be transparently disclosed. AI must not replace an editor's scholarly judgment, independently determine the academic quality of a manuscript, or make editorial decisions such as acceptance, revision, or rejection. All editorial decisions must remain the product of professional and scholarly human judgment. Decree No. 374/DST/D.D1/HM.01.01/2026 specifically requires disclosure of AI use by authors and Editorial Team members according to their respective roles.

In the peer-review process, IJLECR stipulates that Peer Reviewers are prohibited from using AI to conduct manuscript reviews. This prohibition includes using AI applications to analyze manuscript content, assess the quality or scholarly substance of an article, generate or formulate review comments, prepare recommendations to editors, or assist in determining recommendations regarding manuscripts under review. Peer Reviewers are also prohibited from entering, copying, uploading, or otherwise sharing an entire manuscript or any part of a manuscript with AI applications or services. These restrictions are intended to protect manuscript confidentiality, authors’ intellectual property rights, reviewer independence, and the integrity of the peer-review process. The prohibition on AI use by Peer Reviewers is explicitly included among the minimum elements of an AI policy required under the 2026 Technical Guidelines for Scientific Journal Accreditation.

IJLECR emphasizes that the use of AI by authors or members of the Editorial Team does not transfer, diminish, or eliminate human responsibility in scholarly publishing. Authors remain responsible for the originality, accuracy, validity, and integrity of their articles, while the Editorial Team remains responsible for objectivity, confidentiality, editorial integrity, and all editorial decisions. AI must not be used by authors or editors to replace scientific judgment or editorial decision-making. Accordingly, individuals using AI remain responsible for ensuring that its use does not compromise the originality, confidentiality, or integrity of the article or the editorial decisions made. These principles place scholarly responsibility on the individuals involved rather than on the AI technology itself.

Through this policy, IJLECR seeks to respond responsibly to developments in AI technology while maintaining rigorous standards of scholarly publishing ethics. All authors, Editorial Team members, and Peer Reviewers involved in IJLECR publications are required to comply with this policy and uphold originality, confidentiality, transparency, accountability, and academic integrity throughout the publication process. AI may support legitimate scholarly and editorial activities within the limits established by this policy, but it must never replace human expertise, scientific judgment, or accountability. In this respect, IJLECR adopts the principle of human accountability: AI may serve as a supporting technology, but scholarly responsibility and final editorial decisions must always remain with humans.
