Abstract

The rapid advancement of Artificial Intelligence (AI) has significantly transformed governance structures and management practices in higher education institutions worldwide. Universities are increasingly integrating AI-driven systems into strategic planning, academic administration, student services, financial management, and institutional decision-making processes. This study aims to explore how AI acts as a catalyst for transforming higher education management toward intelligent university governance. Employing a qualitative literature review design, this study systematically analyzes 70 peer-reviewed international journal articles indexed in Scopus, ERIC, and Web of Science databases published between 2015 and 2025. The findings reveal five major transformation domains: (1) data-driven strategic governance, (2) AI-supported academic management, (3) predictive analytics in student lifecycle management, (4) intelligent resource optimization, and (5) ethical and policy reconfiguration in AI governance. The review highlights that AI enhances institutional efficiency, transparency, responsiveness, and evidence-based leadership while simultaneously raising ethical, accountability, and equity concerns. The study proposes a conceptual Intelligent University Governance Framework integrating technological, organizational, and ethical dimensions. This study contributes to the global discourse on digital transformation in higher education and provides strategic insights for policymakers and institutional leaders navigating AI-driven governance transformation
