FENOMENA ‘‘GADAI KJP’’ SEBAGAI PENYIMPANGAN DI KELURAHAN MANGGARAI JAKARTA SELATAN

Abstract

This study aims to explain the phenomenon of 'KJP Pawn', the 'KJP Pawn' process, and the implications of deviations in the form of KJP misuse in Manggarai Village, South Jakarta. This study uses a qualitative approach with a case study method. The data for this study were obtained through observation, in-depth interviews, documentation, and literature studies. The subjects of this study consisted of 5 families who were perpetrators of 'KJP Pawn' in Manggarai Village, South Jakarta. The results of this study indicate that the five families of 'KJP Pawn' perpetrators in Manggarai Village, South Jakarta violated the rules in Pergub Article 33 No. 4 of 2018, namely that it is prohibited to pawn KJP to anyone in any form. The perpetrators pawned the KJP card to a neighbor who was a loan shark, so this KJP pawn was done personally. The perpetrators in this study studied the deviant actions from socialization through neighbors around their homes with intense communication interactions. These families have a motive of being forced to commit deviations driven by low economic conditions. Families who are deeply involved in deviant values ​​will repeat the act of ‘Pawning KJP’, thereby giving rise to a motive of dependency.
