Abstract

The development of digital technology has significantly transformed nearly every aspect of
human life, including the legal sector. In a multicultural society like Indonesia, digital legal
transformation functions not only as a means of administrative efficiency and law
enforcement but also as an essential instrument for maintaining social justice amidst diverse
values, cultures, and norms. This study aims to analyze how digital legal innovation can be
inclusively implemented to address multicultural challenges in Indonesia. The research
employs a descriptive qualitative approach through literature studies on policies, scholarly
journals, and digital law practices in several countries. The findings indicate that digital
legal innovation in Indonesia still faces several challenges, such as digital inequality among
regions, low public legal literacy, and the absence of standardized cybersecurity and ethical
frameworks. Therefore, it is necessary to design a model of digital legal innovation that
emphasizes social justice, accessibility, and cultural sensitivity to ensure that law remains
relevant in this rapidly evolving digital era.
