Manajemen Kolaboratif Program Makan Bergizi Gratis Sebagai Upaya Pencegahan Stunting di Sekolah Dasar: Tinjauan Literatur Review

Abstract

Nutritious Meal Program (Makan Bergizi Gratis/MBG) is a strategic initiative to address stunting and malnutrition in primary schools. However, the success of program implementation depends on effective collaborative management among stakeholders. This research aims to analyze the stakeholder collaboration model in the implementation of the Free Nutritious Meal Program, its contribution to stunting prevention, and implementation challenges in primary schools. Using a Systematic Literature Review (SLR) approach guided by PRISMA 2020, this research analyzed 29 scientific articles published between 2020-2025 from Google Scholar and Publish or Perish databases. The article selection process followed the PRISMA flow, including initial identification (200 articles), title-abstract screening (116 articles), and final inclusion (29 articles). Data analysis was conducted using thematic approaches and network visualization with VOSviewer. The research findings reveal a significant acceleration in publications in 2025 (28 publications, 96.6%) compared to 2024 (1 publication, 3.4%), reflecting the achievement of a research tipping point on this topic. VOSviewer analysis identified five main thematic clusters: (1) program implementation and policy, (2) school-level stakeholder implementation, (3) health and nutrition literacy, (4) policy analysis and monitoring, and (5) multi-sector collaboration and partnerships. The core nodes of the research are "education," "free nutritious meals," and "nutrition" that connect various sub-themes of implementation, stakeholder coordination, and education-health outcomes. The findings indicate that research focus has shifted from administrative-policy perspectives (2024) toward in-depth exploration of stakeholder collaboration mechanisms, the role of teachers, food policy linkages, and program impacts on student learning (2025). However, several research gaps remain identified, particularly regarding program sustainability, equity considerations, integration with local food systems, and long-term impact research. This research provides a comprehensive panorama of the research landscape in collaborative management of the MBG program and identifies research priorities to enhance program effectiveness in preventing stunting at the primary school level.
