PEMBUATAN DRAINASE VERTIKAL SEBAGAI SALAH SATU SOLUSI MENGURANGI GENANGAN AIR DI KELURAHAN JATINEGARA KAUM JAKARTA TIMUR

Abstract
During the rainy season, some areas of the Jatinegara Kaum sub-district are flooded. One of them is in RW. 02, Jatinegara Kaum sub-district, which is often flooded or has stagnant water. The Jakarta Special Region Government (Pemda DKJ) has made efforts to overcome waterlogging in this area by repairing channels and making infiltration wells. The number of infiltration wells that have been built up to 2023 is 70. The number of infiltration wells is very small when compared to the area of the settlement of 59.7 hectares (597,498 m2), and the location of the infiltration wells that have been built is not in low areas, but in relatively high areas and safe from waterlogging or flooding, such as school yards, sub-district offices, flats, health centers, parks, and cemeteries. So the construction of infiltration wells in the Jatinegara Kaum sub-district area is thought to have not been optimal.
The 2024 UNJ Community Service Program (PPM) activities have succeeded in creating a vertical drainage unit in a low area in RT. 003/02, Jatinegara Kaum sub-district. The main obstacle in making vertical drainage in the middle of a residential area is that there is no land, and many residents object to their land being used as a location for making vertical drainage. This is also what the DKJ Regional Government is facing, so that the placement of infiltration wells is generally built in locations that are assets of the DKJ Regional Government.
The creation of vertical drainage in the middle of a residential area of RT. 003/02, Jatinegara Kaum sub-district is expected to be one solution to reduce or overcome waterlogging or flooding. The creation of vertical drainage in the middle of a low-lying residential area can be used as a prototype to (1) increase the rate of water flow into the ground, (2) reduce/eliminate waterlogging or flooding, and (3) increase comfort and environmental cleanliness.

Abstrak
Pada waktu hujan sebagian wilayah kelurahan Jatinegara Kaum tergenang air. Salah satunya di RW. 02 Kelurahan Jatinegara Kaum yang kerap menjadi langganan banjir atau air tergenang. Pemerintah Daerah Khusus Jakarta (Pemda DKJ) telah mengupayakan mengatasi genangan air di wilayah ini melalui perbaikan saluran dan pembuatan sumur resapan. Jumlah sumur resapan yang telah dibangun sampai dengan tahun 2023 sebanyak 70 buah. Jumlah sumur resapan ini sangat kurang jika dibandingkan dengan luas wilayah pemukiman 59,7 hektare (597.498 m2), dan letak sumur resapan yang telah dibangun bukan di wilayah yang rendah, tetapi wilayah yang relatif tinggi dan aman dari genangan air atau banjir, seperti halaman sekolah, kantor camat, rumah susun, puskesmas, taman, dan makam. Sehingga pembangunan sumur resapan di wilayah kelurahan jatinegara kaum diduga belum maksimal.
Kegiatan program pengabdian kepada masyarakat (PPM) UNJ tahun 2024 telah berhasil membuat satu unit drainase vertikal di daerah rendah di RT. 003/02 kelurahan jatinegara kaum. Kendala utama dalam membuat drainase vertikal di tengah permukiman warga adalah lahannya tidak ada, dan banyak warga yang keberatan lahannya dijadikan lokasi pembuatan drainase vertikal. Hal itu pulalah yang dihadapi oleh Pemda DKJ, sehingga penempatan sumur resapan pada umumnya dibangun di lokasi yang merupakan aset Pemda DKJ.
Pembuatan dranise vertikal di tengah permukiman warga RT. 003/02 kelurahan jatinegara kaum diharapkan menjadi salah satu solusi mengurangi atau mengatasi genangan air atau banjir. Pembuatan dranise vertikal di tengah permukiman warga yang rendah wilayah bisa dijadikan prototipe untuk (1) meningkatkan laju aliran air ke dalam tanah, (2) mengurangi/meniadakan genangan atau banjir, dan (3) meningkatkan kenyamanan, dan kebersihan lingkungan.
