Allegation of research misconduct

IJLECR (International Journal of Language Education and Cultural Review) is committed to maintaining the highest standards of academic integrity, research ethics, transparency, and responsible scholarly publishing. The journal takes all allegations of research misconduct seriously, whether they arise before or after publication. In addressing suspected misconduct, the editorial team follows the principles and recommendations established by the Committee on Publication Ethics (COPE) to ensure that all allegations are handled fairly, objectively, confidentially, and transparently.

1. Definition and Types of Research Misconduct

Research misconduct refers to unethical practices that compromise the integrity, reliability, originality, or credibility of scholarly research and publication. IJLECR recognizes the following forms of research misconduct:

  1. Fabrication: Making up research data, findings, observations, or results and reporting them as authentic.

  2. Falsification: Manipulating research materials, methods, data, or findings in ways that misrepresent the actual research process or results.

  3. Plagiarism: Using another person's ideas, words, data, or intellectual contributions without appropriate acknowledgment or citation.

  4. Duplicate or Redundant Publication: Publishing substantially similar research findings in multiple journals without proper disclosure or justification.

  5. Improper Authorship: Including individuals who have not made substantial scholarly contributions or excluding individuals who meet the criteria for authorship.

  6. Citation Manipulation: Inappropriately adding or requesting citations to increase citation counts or influence bibliometric indicators.

  7. Unethical Research Practices: Conducting research without necessary ethical approval, informed consent, or appropriate protection of research participants.

  8. Undisclosed Conflicts of Interest: Failing to disclose financial, professional, personal, or institutional relationships that could influence research or publication decisions.

  9. Peer Review Manipulation: Providing false reviewer identities, interfering with independent evaluations, or attempting to influence the peer review process improperly.

  10. Misuse of Artificial Intelligence: Using AI-generated content, fabricated references, manipulated data, or other AI-assisted materials in ways that violate academic integrity, transparency, or the journal's publication policies.

2. Reporting Allegations of Research Misconduct

IJLECR encourages authors, reviewers, editors, readers, and other stakeholders to report suspected research misconduct involving submitted or published manuscripts.

Allegations should be submitted to the Editor-in-Chief or the editorial office through the journal's official communication channels. Reports should include sufficient information to facilitate an initial assessment, such as the article title, author information, description of the suspected misconduct, and relevant supporting evidence.

The journal considers allegations submitted by identified or anonymous complainants, provided that sufficient credible information is available to justify further examination.

3. Investigation and Editorial Procedures

All allegations of research misconduct will be assessed carefully and impartially by the editorial team. The investigation process generally involves the following stages:

  1. Initial Assessment: The Editor-in-Chief and Managing Editor evaluate the allegation to determine its relevance, credibility, and supporting evidence.

  2. Preliminary Examination: The editorial team reviews the manuscript, research data where appropriate, similarity reports, publication records, and other relevant documentation.

  3. Author Clarification: The corresponding author and other relevant parties are given an opportunity to provide explanations, clarifications, or supporting evidence.

  4. Independent Evaluation: When necessary, the journal may consult independent experts, reviewers, editorial board members, or relevant institutional authorities.

  5. Editorial Decision: Based on the available evidence and applicable publication ethics guidelines, the editorial team determines the appropriate corrective or preventive action.

  6. Documentation and Follow-up: The journal maintains appropriate records of the investigation and monitors the implementation of editorial decisions.

The editorial team will observe principles of confidentiality, impartiality, procedural fairness, and proportionality throughout the investigation. Allegations will not automatically be treated as proven misconduct.

4. Editorial Actions and Sanctions

When research misconduct or a serious publication integrity problem is substantiated, IJLECR may take one or more of the following actions, depending on the nature and severity of the case:

  • Requesting clarification, additional documentation, or corrections from the author(s).

  • Rejecting a manuscript under editorial consideration.

  • Issuing a correction or an expression of concern for a published article.

  • Retracting a published article when its findings are unreliable or other grounds for retraction are established.

  • Informing the author's affiliated institution or relevant research ethics authority when further investigation is warranted.

  • Applying proportionate restrictions on future submissions in cases of serious or repeated misconduct, subject to fair editorial procedures.

Any correction, expression of concern, or retraction will be clearly identified and linked to the original article, where applicable, to preserve the transparency and integrity of the scholarly record.

5. Allegations Involving Editors or Reviewers

Allegations of misconduct involving editors, editorial board members, or reviewers will be handled with the same standards of fairness, independence, and accountability.

Individuals with actual or potential conflicts of interest must not participate in the assessment or decision-making process related to the allegation. Where necessary, the investigation will be assigned to an independent editor or another qualified and impartial party.

6. Confidentiality and Protection of Involved Parties

IJLECR respects the confidentiality and legitimate interests of complainants, authors, reviewers, editors, and other individuals involved in misconduct investigations.

Information related to allegations will be disclosed only to parties who reasonably need access for assessment, investigation, institutional referral, or appropriate editorial action.

The journal does not tolerate retaliation against individuals who raise concerns in good faith. It also seeks to protect individuals from unsupported allegations and unjustified reputational harm.

7. Post-Publication Research Integrity

IJLECR recognizes that responsibility for research integrity continues after an article has been published. The journal welcomes legitimate concerns regarding published research and will assess them according to established publication ethics procedures.

When necessary, the editorial team may publish corrections, expressions of concern, or retraction notices to ensure the accuracy, reliability, and transparency of the scholarly record.

8. Commitment to Publication Ethics

IJLECR is dedicated to promoting responsible research practices, ethical authorship, transparent peer review, and academic accountability.

The journal follows relevant COPE guidance in handling allegations of research misconduct and encourages all authors, reviewers, and editors to uphold internationally recognized standards of research and publication ethics.
