Inclusive education institutions face significant challenges in building organizational identity and enhancing public trust, particularly concerning service quality perceptions, diverse student needs, and increasing accountability demands. This study examines the strategic function of Total Quality Management (TQM) as a sustainable quality management approach that strengthens institutional credibility and ensures organizational continuity. TQM is positioned as a comprehensive strategy through stakeholder engagement, process control, continuous improvement, and orientation toward user satisfaction. The research employs a semantic literature review (SLR) of reputable national and international publications from 2018 to 2025. Findings indicate that the implementation of TQM in inclusive education requires three fundamental pillars: (1) quality planning based on inclusive values, (2) systematic quality control and quality assurance, and (3) continuous improvement through collaboration among teachers, parents, students, communities, and all stakeholders. These findings highlight that TQM functions not only as a quality control mechanism but also as an institutional strategy to build the identity of inclusive education institutions and strengthen public trust sustainably.
