Tutoring as a non-formal educational service plays a strategic role in enhancing educational quality and academic achievement for students in Indonesia. This study aims to identify, analyze, and synthesize empirical research on improving the quality of non-formal tutoring services through a systematic literature review following the PRISMA 2020 protocol. From 50 articles identified through database searches, 37 articles met inclusion criteria after screening and quality assessment. The research identified five major themes in tutoring quality improvement: (1) learning effectiveness and academic achievement (48.6%), (2) technology and e-learning use (13.5%), (3) educator quality and learning methods (21.6%), (4) operational and financial management (16.2%), and (5) social and emotional support in special contexts including COVID-19 pandemic and remote regions 3T (24.3%). This research provides practical implications for tutoring center managers, educators, and educational policymakers in designing and implementing sustainable quality improvement programs for non-formal tutoring services oriented toward optimal learning outcomes.
