Abstract

This study aims to analyze the competency development program for the State Civil Apparatus (ASN) through the use of digital technology by reviewing relevant scientific research results from 2017 to 2024. The research method used is a narrative literature review with a qualitative approach that examines nationally and internationally indexed scientific articles. Data was collected using a data extraction sheet. The results of the study show that digital transformation in the ASN competency development program has changed the training paradigm from a conventional model to learning based on Learning Management Systems (LMS), microlearning, and integrated online platforms. The use of technology has been proven to expand access, increase efficiency, and support the personalization of ASN learning. However, challenges have been identified, such as low digital literacy, infrastructure limitations, and suboptimal cross-agency training management. This research provides a theoretical contribution in strengthening the concept of technology-based competency development in the public sector as well as a practical contribution as a reference for government agencies to strengthen sustainable digital ASN training policies and strategies
