Examining how leadership and digital transformation policies shape the competency development strategy of the State Civil Apparatus (ASN) and its impact on public service performance. Using a systematic literature review method in accordance with PRISMA. Focusing on the relationship between transformational leadership, policy architecture, and competency development strategies, including HRIS as a mechanism that directs the influence of policy and leadership into performance results. The findings are grouped into three clusters: (1) transformational leadership as an enabler of learning culture and cross-unit coordination; (2) digital transformation policy as an institutional framework; and (3) needs-based competency development that connects data literacy, ethics, cross-functional collaboration, and the use of HRIS. The dominant causal pattern is leadership → competency strengthening → service performance improvement. Uneven digital human resource readiness, resistance to change, and data fragmentation have hampered the achievement of SPBE. The integration of transformational leadership, cohesive policies, and HRIS as a “competency analytics engine” is needed. The contribution is an operational conceptual model for coordinating policy-leadership-competency and implementable recommendations for policy planners and institutional leaders.
