Reformasi Manajemen ASN: Evaluasi Peran Guru PPPK Pada Sekolah Dasar di DKI Jakarta

This study aims to analyze the role of Government Employees with Work Agreements (PPPK) teachers in supporting civil service management reform in the basic education sector, particularly within the metropolitan context of DKI Jakarta. The method employed is a Systematic Literature Review (SLR) based on PRISMA 2020, combined with bibliometric analysis using VOSviewer to map research trends, thematic clusters, and the relationship between PPPK policies, meritocracy systems, and education governance. The findings indicate that PPPK teachers contribute to workforce stability, enhanced professionalism through competency-based selection, and the strengthening of data-driven governance. The study concludes that PPPK serves as an essential instrument in accelerating civil service reform; However, its effectiveness is highly dependent on the quality of formation planning and the coordination established across different levels of government. The recommendations proposed include strengthening the integration of teacher demand data, standardizing regional administrative procedures, enhancing the management capacity of schools and district offices, and encouraging further empirical research to evaluate the performance and impact of PPPK at the education unit level.
