Abstract

The Smart Indonesia Program aims to support the participation and sustainability of education for students from underprivileged families throughout Indonesia. This program not only provides financial assistance, but is also expected to increase learning motivation, reduce dropout rates, and encourage equal access to education, including in disadvantaged, frontier, and outermost areas such as Biak Numfor Regency, Papua. This study uses a qualitative approach with a case study method to analyze the effectiveness of the Smart Indonesia Program at the high school level in Biak Numfor Regency. Research informants include school principals, teachers, education staff, and students who are program beneficiaries, who were selected purposively based on their involvement in program implementation. Data were collected through in-depth interviews, direct observations at schools, and document analysis. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, as well as triangulation to ensure the validity of the findings. The study found that the program significantly contributed to increasing student participation and reducing dropout rates. However, the program's effectiveness is still limited by the validity of recipient data that is not fully accurate, suboptimal utilization of funds, and limited coordination between stakeholders. Therefore, the study recommends optimizing the program through improving data accuracy, financial literacy assistance for students, integration with educational facilities, and cross-sector collaboration. With strategies that are adaptive to the local context, this program has the potential to improve access and quality of education in Biak Numfor Regency.
